Politics aside (and I happen to be more Republican than I generally let on), I think it’s unfair to make such claims during a presidency. Look at Nixon–Time had shown him to be more respected as a President based on the totality of his tenure and not just the major scandal.
That said, as a Republican, Bush has let his party down in a number of ways.
Wow … worst in history. I’d put him in the running for bottom 5. I dunno about absolute worst tho. We’ve had some pretty bad ones. Well … as I write and think, hmmm … he doesn’t seem to have any redeeming qualities and all of the others had at least one redeeming thing. Here’s the key sentence in the article:
“Bush, however, is one of the rarities in presidential history: He has not only stumbled badly in every one of these key areas, he has also displayed a weakness common among the greatest presidential failures — an unswerving adherence to a simplistic ideology that abjures deviation from dogma as heresy, thus preventing any pragmatic adjustment to changing realities.”
Even Nixon couldn’t have been measured like that during his term. At the very least, he could point to some striking foreign policy successes.

I would hope even most Democrats wouldn’t agree with that statement. That quote alone should make one question of objectivity of the article. Hey, I’m not saying Bush hasn’t messed up, but there are a number of measures by which he has succeeded.
Let’s face it, if not for Iraq, would he be getting this kind of flack? Probably from some political foes, but I think much of his success is being overshadowed by a single (MAJOR) failure.
By which measures do you see him succeeding?
Creating not just a good, but a thriving economy in a post-9/11 timeframe is hardly an easy task, for one.
Further tax credits for working families, such as my own, have been welcome.
The Dow Jones is at record levels and employment is very high. I think that’s a success.
